Overt - Oil allows us Americans to live free and competitve lives
Covert - Communism is a bad way to live and that the oil companies know how to do us good.
This is propaganda becuase it has the obvious overt message that oil is good, but then it leaves you with an covert message in favor of oil companies (because they sponsored the video) and against Communism. (because the martians were a communist society to begin with, and it was an awful standard of living, and then they got oil and they were free and life was good)
