According to the lyrics, the song is saying that general society soaks up the lies that the government and other people tell them and does not think for themselves.
At the beggining the tempo is slow and the melody is creepy and it feels like something bad is about to happen, but when he says "Paying attention" the tempo is more upbeat and the song is more driving.
The song alludes to 1984 because in the book every aspect of life is controlled and he believes that it is wrong to let that happen.
